It seems to come out vaguely in favor of its use in extremely limited situations, but also recognizes that those uses must be accounted for {{spoiler|as Lucius and Bruce destroy the surveillance device once the Joker is apprehended}}.

** And with ''Rises'', Anne Hathaway as Catwoman and Tom Hardy as Bane.
