No matter what size you ask for, you just get a chunk of the upper left corner of that size.

Wikimedia Commons seems to have shuffled some images around again. If you need to, upload a local copy, then check what links to the original image and fix the links.
If it says the file is already uploaded, just tell it to ignore any warning on upload, apply a license template just be on the prudent side.
Turns out we have a PNG version of the flag image already in the Wiki. I'm going to change all the references to that, since a fresh upload of the SVG vector image still' doesn't thumbnail properly. I'm quite tempted to delete it as functionally unusable.
