Someone Comes to Town, Someone Leaves Town is a 2005 urban fantasy novel by Cory Doctorow (with a couple audiobook editions too, as is par for the course for Doctorow works due to the permissive licensing of the texts). He describes it as his 'weirdest book by far', although that might have been before he wrote that one with the wiki-apartment.
It's about a very strange family in the Pacific Northwest (likely on the side of the border that is Doctorow's home country of Canada), and how their familial strife affects them and those who are in their lives. Also about mesh networking but it wouldn't be a Doctorow novel without an in-world nerdy project to suck some main characters into.
