Count Veger is obsessed with "destroying all shadows" and likes everything neat and tidy, but just can't accept that life is messy. He strongly distrusts Jak and his Dark Eco abilities and was the reason Jak was banished to the Wasteland. In some ways, Veger really means well (or so he claims), but he's doing things the wrong way and for all the wrong reasons. In the end, through a rather odd series of events, he {{spoiler|becomes an ottsel, and Kleiver's sidekick.}}

The "Well-Intentioned" part is eventually subverted, however, when it is gradually made clear that Veger actually has his own self-serving motivations for why he wants to destroy the Metal Heads, not because he actually cares about the people of Haven city. He especially shows his true colors when he decides to taunt Jak over his father's death for no reason, other than petty sadism.
