Line 1:
An Enlistment Ending Minor Malaise is when a character is rejected from or discharged from the military for what, in normal life, is a very minor health problem. This is typically used to explain why Awesome McCoolname, despite being strong, athletic, good at fighting, calm under pressure, and an unflinching patriot, is not (and possibly never was) in the military. These problems can kill a character's military prospects, but won't seriously interfere with his adventures.
Awesome McCoolname is strong, athletic, good at fighting, calm under pressure, and an unflinching patriot, and there may even be a draft going on. Why then, is he not in the military? The answer is surprisingly simple: They rejected (or discharged) him due to a minor health problem. While it may kill his military prospects, this health problem isn't nearly bad enough he can't get up to action hero adventures, but does explain why he's not doing his patriotic duty without being a draft dodger.

If the setting is during a state of total warfare, this can avoid implying the character is Draft Dodging.
