Zelda took an active role in restoring Hyrule to its former glory before the Upheaval happened, and Sidon and Riju respectively are doing what they can to combat the problems plaguing their regions before helping Link take down the monsters that are ultimately responsible. In the distant past Rauru was also willing to take to the battlefield himself in order to stop Ganondorf's horde of rampaging Molduga from flattening Hyrule.
