I get this message "Page provided does not have Flow enabled and allow Creation failed with: User does not have the "Create Flow boards in any location" permission." Why does this happen and how can I fix it?

We've had to lock and protect the CM pages to prevent the idiocy of a returning ban evader, ask robkelk and Looney Toons about the details, that's likely the issue.
