According to the episode recap: "Meanwhile, the townspeople pull down the sun-blocker, which crushes Shelbyville to their delight." There's no word there on whether a single person could have pulled down the sun-blocker.
It's starting to sound like not... I'll have to see if I can find that episode on Netflix or something.
