Twine is an HTML based game creation engine, common used for the creation of text based stories, though music and images can be added, allowing for the creation of Visual Novel style games.
It is very simple to use merely requiring a basic knowledge of HTML, CSS, and Javascript to master, though for very simple games only the first is required.
