Has anybody asked whether the Stewards can delete these pages? We may need to enter a Phabricator ticket to get this done.

Not a bad idea. But we should probably wait until the fallout from the last 24 hours' upgrades is over and they won't have their attention split. In the mean time I think we'd best find all the other pages suffering from this so we can gather them all up to deal with at once. Wasn't there something you tried to delete recently that did this?
It was a different issue, but , yes, there were some images that I couldn't delete. I put the speedy-delete template on their File pages... EDIT: and it looks like somebody else was able to delete them.

You might want to try what a steward apparently did ... yesterday, I think? Moved the file, leaving behind a redirect, and it looked from the change log like the file and the redirect were both deletable? It's worth a shot.
