How come when I click on the newest version, the first version is the one that shows up? Is it one of those things that I just have to wait a while for before the wiki starts working with new information right?

Caching. Try purging your web cache to see the changed results.
I tried purging the main File:583-11.png page and it didn't work. Maybe its because I can't (or at least don't know how) to purge the page the thumbnail links too. If it is caching, I assume waiting a bit will probably fix it.
It should. Images are stored on a separate server, so that can make the cache refresh delay somewhat.
