The Lon Tobyn Chronicle is a trilogy of novels by David B. Coe. On the whole, they are set in a Fantasy World, but the setting incorporates aspects of Cyberpunk as well.
The story revolves around two continents: the heavily industrialized and urbanized Lon-ser, and the agrarian and low-tech Tobyn-ser. The primary focus is on the very beginnings of interaction between the two nations, and the changes and conflicts that stem from it.
