This power imbalance was probably to the Venenum's liking as it gave her an excuse for doing something sexual with someone that wasn't her partner. To her disappointment, Chiaki shoved her away. Chiaki was just asking for water.

In regular Officios, in order to be eligible for the position of Warmaster, the Magical Girl has to be among the most powerful in the Officio. Same goes for Rank Leader (at least for combat ranks). Despite Kyoko's combat prowess, she wasn't much of a contender for Rank Leader because she isn't necessarily the sharpest knife in the drawer, and is implied to have more cunning and insightfulness than she let's people pick up on.
