Or does it have one start-of-page quote that's been broken into eight different quotations, which ATT:Style Guide says we should not do?

I have no idea. I've never played the game (and have no interest in doing so), If this is a single quote, please fix the markup.

Oh, that's pretty obviously eight one-line paragraphs that should all be in one quote markup. We can't really blame anyone for that -- the conversion script, lo these eleven years ago, sometimes read poorly-formatted quotes in the original TVT source like this.
