In terms of Tropes, the only times they seem to use quote marks are partial as an explainer like "Dear John" Letter. I would argue in favour of whatever the norm is.
Yeah, if you mean quoting the entire trope name, then no. If you mean to use them as emphasis on "thinking", still no, because that's not the proper usage of double quotes.
