Does it counts as an Armor-Piercing Attack if it ignores half of an enemy's defense stat? Because Fire Emblem has an recurring skill that does this.

I'd say yes. That wiki page says it bypasses some of defense and resistance, and the latter would be literal armor-piercing. Also we and TVT frequently use "armor-piercing" to mean bypassing any kind of defense, not just armor, as in Armor-Piercing Slap and Armor-Piercing Question. The trope is a bit more literal about what's getting pierced, but I think the Fire Emblem skill works just fine.
