In a parallel universe, extreme feminist Womenrica wins World War II, and forces a female-centric constitution upon the defeated Japan. Japanese city governments outsource the task of peacekeeping to local organizations, all lead by women.

Yamamoto Akuji is the rightful successor of the Wakame, the largest gang in the city of Oosaka. He was captured as a POW during the war, and has finally returned home after three years of imprisonment. However, he returns to a home he no longer recognizes. He is no longer the successor of his grandfather's organization, as his father's concubine, Ichihashi Ran, has taken over control of the Wakame.

After getting beat up by Ran's guards, Akuji is taken in by a Youth Service Group where he convinces them to support his cause. He then starts his mission to take over all of Oosaka and restore the old order to all of Japan by defeating Ran and regaining control over what should be his...
