The only truly evil character who doesn't have a tragic backstory explaining their villainy is Volgin, and even he has some leading dialogue about his relationship with his father, the inheritor of a cartoonishly large sum of money. Then there's Coldman who is a complete psycho who plans on inciting a nuclear war just to prove his point on human behavior.
