Yeah that seems arbitrary as all hell. My inclination is to merge it into this Token Lesbian Couple you're proposing as a 'variant'.
That remark was probably because there is a difference on "Yuri girl" (aka how lesbians are portrayed in Japanese anime and manga and works influenced by them that share their tropes), and the way lesbians and WLW are portrayed in the rest of the world. The Yuri Girls trope is supposed to be cutesy (even when predatory and grabby), fanservicey in a male gaze way (the Groper Girl is probably the local Yuri girl and can do what the male characters and viewers cannot), and to have a vibe of Situational Sexuality that is not present on western works or works made by and/or for actual Asian queer people. Even Bait and Switch Lesbians and comedic lesbian characters in western works are not treated the way their equivalents are in manga.
I still support that the examples of lesbian couples to be moved to the "Token Lesbian" variant trope you are proposing, Robkelk, just to fill it up.
