I would say Most Definitely Not a Villain. Johnny Cowboy (a ridiculous name for any American) uses False Reassurance, along with American stereotypes, to divert hacking concerns, and then he adds an ominous pro-Russian comment, calling Ohio "the new Ukraine."
I see Johnny Cowboy as a parody of The Mole. The other tropes you mentioned don't qualify. He (a human) pretends to be American, but has no disguise, as he still wears his Russian winter clothes.
