My apologies; the news site I cited did appear to be legitimate, but did not go into detail as to whether it was indeed the same guy accused of sexual assault or not.
As for the consensual sex bit, IIRC the age of consent is 18 in the US. Teenagers are by legal definition still considered children until they turn 18, thus the person who was accused of sex crimes could not legally consent to engage in such activity.
You recall incorrectly. According to Guam's department of Justice, the age of consent is 16.

Fair enough. Age of consent laws are important to get right when citing allegations of sexual misconduct, we appreciate your willingness to do better at being more prudent with your research.
