Cosmic Hero, originally a planed as a Video Game but then continued as a Web Comic, was created by AceSpark (the hoster of Sprites-inc), which run from 2004 to 2008 (there were big haitus in between).

It tells the adventures of Jet, an average guy who suddenly finds himself involved on a galactic issues due to finding some weird alien artifact armor he is forced to wear [1]. He must now join an army of intergalic police officers (a la Green Lantern), which mostly consist of furry people.

These series works as Alternate Universe of another webcomic hosted by AceSpark, Manga Gaga. As a matter of facts, the Fish Poop Dragon from this series is no other than an Evil Counterpart of Gagaman.

This is (sort of) confirmed by Arthur (the only other human on board ) whose answer to "are all humans this... small?" is "I am an exception"[2] instead of "no, only his is that small".
