Plot
Adventures are forbidden because those who seemingly won the Superpower Lottery don't want anyone to discover that Heart Is an Awesome Power.
Their society hinges on the concept that those who got better powers are naturally better than others. Anyone driven enough to go out adventuring is likely to discover all sorts of ways to apply their powers, even the so-called 'inferior' ones. Enough people figure that out, it doesn't just turn the system on its head, it turns it inside out and twists it every which way. Given that the chief has to spend twenty hours every day soaking in a bath, the last thing she needs is all the people she torments with her fearsomely strong abilities to figure out how they could use their talents to kick her ass...
