Long story short, Wally's head swells after making a winning catch at a baseball game (which he managed to accomplish by altering time) and becomes insanely popular, going up to the point where he becomes rich and powerful (and plump from constantly eating candy). Eventually, Wally becomes so powerful, he goes mad, ordering the world's food into making only his beloved Chewy Gooey bars, causing everyone to start to starve, ignoring an old friend's pleas for help after turning to a life of crime, ultimately having whoever was still alive killed.
