The original image is in Creative Commons, but the image for this page is a badly compressed version that's also inexplicably a .png (the original is a .jpg, meaning it went lossy to lossless). Any opposition to replacing the image with the original?

I see no reason not to go with a higher-quality image from Commons.
And because this is a common-sense task and not a change of overall content that would require a consensus, I've gone ahead and made the change.
Hitchhiking off the idea of a "common-sense task" upgrading image quality, would it be safe for me to replace the image on Gainax with File:GAINAX.svg without asking the community for consensus, just like here?
I would say so, yes.

If it's the same image, just higher resolution, then I'd say you don't need to ask permission.
