Alice has caught Bob in an odd or embarrassing position and effectively freezes at the sight, unable to formulate a proper response to what she's seeing. If she remains silent for more than a few seconds then Bob, unrepentant, may snarl "Take a Picture, It'll Last Longer." An angry and/or dignified retreat on Bob's part is optional, depending on just what it was he was doing when Alice came across him. Alice may then react instantly to Bob, or remain frozen in shock or denial.
Alternatively, if Alice has a camera or cell phone in hand, she may just take that picture -- no doubt infuriating Bob further.
A Stock Phrase; it may also be used to castigate gawkers and onlookers in less embarrassing but far more public circumstances regardless of whether any degree of privacy or anonymity can be expected.
