What's that supposed to mean?

Either owls can be Fine, Upstanding Pillars of the Community, or "respected" should be "respective". Either way, there's a grammar error in the phrase.

Doesn't matter now, since the phrase appears to have been deleted from the article since I raised that objection last October.
