Just a stock phrase. One could argue that it's a trope, as it plays a role in character interactions and often is indicative of the speaker's internal world, but if so it's a Universal Trope, and by definition Universal Tropes don't get examples.

I agree with Toons, more of a Stock Phrase and too widespread.
