A 2009 Hentai Visual Novel by Tsurumiku, Osaka Crisis ~Kanrakugai Kaihatsu Project~ is about a fictional government bureau of a real city in Japan.

Renji Kurashima is, at first glance, just another public worker living on an average apartment, being constantly harassed by his neighbour Ryouko Kayashima. However, he used to be an mercenary, and Shirou Takatsuki, one of his co-workers, was his comrade in-arms. They used to be freelancers, doing all kind of odd jobs to ensure the next paycheck, but now they got an stable position as members of the Osaka Redevelopment Bureau, with Renji being the leader.

However, their work is still far from clean compared to when they were professional soldiers: when they mean redevelopment, it means all kinds of redevelopment. They will do whatever kind of violence is believed necessary for Osaka's further prosperity. And when the game properly begins, the next project of the city's administrators is to build a huge entertainment district, right in the neighborhood where Renji lives. And furthermore, they want Tooru to recruit prostitutes to work at this entertainment district. More exactly, they want him to kidnap, torture, and turn innocent women into sex slaves to pleasure future consumers.

Renji quickly accepts the job, being a satyr who lacks any kind of morals. But something unexpected happens when he caught someone stalking him while he is selecting prospective targets: a schoolgirl who says he saved her life years ago. Reiji eventually remembers the incident, but the girl accidently triggers his darkest impulses and he rapes her when he sees an opportunity. To his shock, however, the girl, named Chizuru, shows no resistance whatsoever, and in fact only cares about pleasing him, making him become very interested in knowing her more, prompting him to kidnap her from her foster parents.

Tropes used in Osaka Crisis ~Kanrakugai Kaihatsu Project~ include:
  • Accidental Hero: Reiji actually never wanted to save Chizuru and just was getting rid of criminals whose actions were threatening his client of that time. Chizuru doesn't care.
  • The Bad Guys Win: Every last ending involves the project suceeding. Even in the ending where Reiji takes all girls for himself, the project simply remodels itself to be about allowing clients to train their own sex slaves. In some individual endings, Reiji is even picking out new victims with the help of his chosen romantic partner.
  • Bestiality is Depraved: One of the tortures Reiji uses to torture Makie is dropping her into a pool full of octopuses that have been drugged with aphrodisiacs.
  • Big Bad: Tooru Kakimoto is the one who came up with the plan and entrusts Reiji with it, though of course has other unnamed, unseen high-rank officials supporting his plan.
  • Blatant Lies: Shinobu's cover story of being hired to guard Reiji can't convince Reiji for more than a few seconds until he asks who hired her and she refuses to tell.
  • The Dragon: Reiji didn't actually came with the plan, but does much of the heavy lifting anyway in choosing, studying, raping and training the targets.
  • Chick Magnet: Reiji actually attracts a good deal of female attention without needing to resort to rape. Karen, Ryouko and Chizuru all show signals of being attracted to him, the latter being quite blatant.
  • Evil Genius: Shirou is the one giving Reiji information about the targets so he can choose how better approach them.
  • Four Eyes, Zero Soul: Tooru Kakimoto, the public worker who entrusts Reiji with the plans for the Entertainment District, shows a complete lack of concern or remorse about raping and torturing so many women to turn them into prostitutes.
  • Lack of Empathy: Reiji, despite initial's disbelief, comes to accept Chizuru will do anything for him out of love for having saved her as a child. Shirou, however, remains skeptical.
  • Kansai-ben: Averted, because the entire game happens on Osaka, so everybody speaks in the accent, or at least attempts to.
  • Spoiled Sweet: Ayano Senbayashi is the granddaughter of a powerful CEO, but works as a low-level worker and is very nice and friendly to Reiji, much to his shock.
  • The Stoic: Shirou doesn't show any kind of emotion and is coldly dismissive of everything. Reiji still treats him like he is his best friend but the inverse is dubious.
  • Token Loli: Though she is technically a teenager, Makie's child-like appearance, speech and size make her clearly a loli. She is also on the extremely abusive side of the trope as Reiji tortures her.
  • Undying Loyalty: Chizuru will do anything for Reiji, no matter how cruel or how much it will hurt for her.
  • Villain Protagonist: Reiji lacks any kind of morals and clearly enjoys raping a bunch of women.
