- Boy Band: Boy bands were big at the time and Rockapella was brought in to try and cash in on that
- Breakout Role: Before this show they were just another college A Capella group. Now they're the group everyone thinks of whenever someone brings up the style.
- Five Man Band:
- The Hero: Scott Leonard
- The Lancer: Sean Altman
- The Big Guy: Barry Carl
- The Chick: Elliot Kerman
- Sixth Ranger: Jeff Thacher (He joined the group during the show's final season)
- He's Okay: Rockapella member Scott Leonard would often play a recurring character called the "Dying Informant," where he would often give clues about the whereabouts of the crook of the day before dying. Of course, Greg would always remind us that he wasn't really dead.

- Mr. Fanservice: They were all very pretty men.

- Wholesome Crossdresser: One of the informants was upstairs neighbor Mrs. Pumpkinclanger, who was played by Barry Carl in drag.

Carmen Sandiego
- Big Bad
- Surrounded By Idiots: Listen to her phone calls to her henchmen on the show. It's obvious that they're not the brightest people in the world.
Contessa
A woman who is implied to be wealthy and of noble blood.
- Put On a Bus: She left after Season 1...
- The Bus Came Back: ...but returned in Season 4 with a new look, and stayed for the remainder of the show's run.
- Spell My Name With a The: Subverted: While everyone else simply called her Contessa, Greg had a habit of adding "The" to her name. It makes sense that he'd do it, as contessa is Italian for "countess" instead of being an actual name.
- Villainous Fashion Sense: Her motto on her dossier reads: "I may be a thief, but my taste is impeccable."
Double Trouble
Two twin brothers who are identical except for having opposite color schemes; where one is colored black the other is colored white.
- Conjoined Twins: Subverted: Although they may look conjoined at a first glance, some episodes featuring Double Trouble showed them in a scenario where it was obvious that they weren't conjoined.
- Non Identical Twins
- Single Minded Twins: Their description reads: "Two guys, one mind, no shame."
Eartha Brute
A female bodybuilder. According to her dossier, she enjoys romance novels.
Kneemoi
A one-armed pink blob from the planet of Rottenberry where they follow a religion centered on plumbing devices. Able to use her nose as a vacuum.
- Alien Arts Are Appreciated: Even Kneemoi's people appreciate the talented basketball player Magic Johnson.

Patty Larceny
A teenage schoolgirl. Refers to Carmen as "Auntie Carmen." Her name is a pun of "petty larceny."
- Affably Evil: "Nothin' like a polite threat."
- Blondes Are Evil: ...Well, not Patty, who is described as a genuinely nice and good person...who just happens to be a kleptomaniac.
- Gosh Dang It to Heck: "Why couldn't they just call it examination heck?"
- Tomboy and Girly Girl: Girly-Girl to Sarah Nade's (the only other teenage girl in the gang) Tomboy.
Robocrook
A cyborg criminal and obvious parody of Robo Cop.

- Hey Its That Voice: Robocrook is voiced by Rockapella member Barry Carl, a bass known for his deep voice.

Sarah Nade
A teenage rock and roll star. Her name is a pun off "serenade."

- Canon Immigrant: She was a character in one of the computer games prior to appearing on the show.

- Tomboy and Girly Girl: Tomboy to Patty Larceny's (the only other teenage girl in the gang) Girly-Girl.
Top Grunge
A filthy biker. He wears aviator sunglasses similar to those worn by Tom Cruise in Top Gun, the movie his name is derived from.

A sleazy, poorly dressed criminal whose personality can best be described as "used car salesman."
- Impossibly Tacky Clothes: His motto on his dossier reads: "Bad taste is better than no taste at all."

A wannabe superhero who flies by dangling himself from a helicopter.
- Animal Themed Superbeing: Of the Animal Alias variety.
- Chest Insignia: Naturally, a slice of cheese.
