  • Demoted to Extra
  • Mission Control
  • Put on a Bus: In "Rangers of Two Worlds".
  • Red Herring: Was suspected by Rocky and the fans to be the Gold Ranger.
    • Tried to be said Ranger - but particles his body received from the Command Center's explosion rejected the power.
  • The Smart Guy: A rare example where there is a Five-Man Band, but he's not in it.
  • You Fail Physics Forever: "Negatively charged proton molecules"?
    • A few fanfics have explained it away as Billy not accepting the Gold Ranger power and making up an impromptu excuse that he was sure the rangers wouldn't buy, followed then by a Lampshading of this trope.
      • others have suggested the negative protons were actually anti-matter and it was only the remnants of his original powers that kept him from blowing up.
      • And other just assume that he had no idea why he couldn't accept the Gold Ranger powers, and just made up some Technobabble to save face around his close friends who were all depending on him.

Auric the Conqueror | (Voice actor: Derek Stephen Prince)

  • Chuck Cunningham Syndrome: He was last seen in "Rangers of Two Worlds, Part 2" unsuccessfully facing the monsters controlling the Megazords. Unlike with Ninjor, the show didn't provide even the slimmest explanation of where he went afterwards.

Ernie | (Actor: Richard Genelle)

  • Ascended Extra: After three years of being a recurring character, Ernie was promoted to main cast for Zeo.

Bulk & Skull | (Actors: Paul Schrier and Jason Narvy)

Lt./Det. Stone | (Actor: Gregg Bullock)

  • Ascended Extra: As with Ernie, Stone was promoted to main cast after being a recurring character.
  • Bad Boss --> Benevolent Boss: Played both ways. He's prone to yelling and punishment, but of course, he's the boss of Bulk and Skull. Given their antics, anyone else would've fired them immediately, but Stone obviously has a soft spot for them.
  • Badass Normal: In "Graduation Blues," he stumbled upon Goldar and Rito - thinking an invasion was a foot. He chased them all over the park to try to arrest them. Granted, the two were amnesic and not up to no good, but Stone didn't know that.
  • Reasonable Authority Figure

Their Enemies

King Mondo | (Voice actor: David Stenstrom)

  • Big Bad
  • Hey, It's That Voice!: King Mondo is Masked Rider's adoptive dad, Hal.
  • Motive Decay: When the Machine Empire first attacked Earth, it's because "our solar system is the final link in a chain of galaxies already conquered" by them. Conquering Earth would effectively give them control of the universe (or at least enough of it to prevent any opposition). The Zeo Rangers were initially viewed as an "interesting diversion" to make the conquest more entertaining. By the end of the season, though, Mondo is more interested in defeating the Rangers. Possibly justified in that the Rangers repeatedly defeated him (including briefly destroying him), making it personal.
  • Orcus on His Throne: Like any other Ranger Big Bad, he directs monsters against the Rangers. The trope is subverted, though, when he does fight the Rangers in "Mondo's Last Stand" and "Good as Gold." They wind up having no more trouble beating him than the average monster.

Queen Machina | (Voice actress: Alex Borstein)

Prince Sprocket | (Voice actress: Barbara Goodson)

Klank & Orbus | (Voice actors: Oliver Page and Barbara Goodson)

  • Bonnie Scotland: Klank is Scottish. There's no specific reason for this, but it does make him a fairly memorable minion.
  • Deadpan Snarker: Orbus gets a number of digs in, usually at Klank's expense. Also when making a monster grow, Orbus usually makes a quip somehow related to their powers.
  • Make My Monster Grow: Klank throws Orbus at the fallen body of the monster of the day, making it grow.

Klank: This is my favorite part of our battles, Orbus.
Orbus: Sure, I do all the work.

Louie Kaboom | (Voice actor: Lex Lang)

  • Awesome McCoolname: It just so... works.
  • Big Bad Wannabe: Sought to takeover the Machine Empire (and win over Machina). He does succeed with the former, but his run only lasts an episode before Gasket and Archerina show up.
  • Nice Job Fixing It, Villain: Created by Lord Zedd and Rita to takeover the Machine Empire in Mondo's absence. Of course, they almost immediately lost control of him.
  • Unwitting Pawn: Archerina turns him into this and sets him loose against the Rangers.

Prince Gasket | (Voice actor: Doug Sloan)

  • Always Someone Better
  • Big Bad Wannabe: He sought to become leader of the Machine Empire in King Mondo's absence, but failed to achieve any serious victories that would allow that ascension. Plus, he beat a hasty retreat after Mondo came back.
  • Descended Creator: Voiced by said writer/producer.
  • Dirty Coward
  • First-Name Basis: Every major villain will usually know the Rangers' names and tend to address them as such, but Gasket took it a bit farther. He refers to the Red Zeo Ranger not as "Tommy," but his actual first name ("Thomas").
  • Long Bus Trip: When Mondo finally cornered him, Gasket fled with Archerina and never returned.
    • Real Life Writes the Plot: The costumes for both him and Archerina practically disintegrated. Some parts were salvaged for later use, but the complete suits were irreparable.
  • The Unfavorite: Became this to King Mondo after he married Archerina, daughter of a sworn enemy of Mondo.
  • Warrior Prince
  • "Well Done, Son" Guy: Part of the reason he sought to become leader of the Machine Empire was to prove that he was a worthy heir.

Princess Archerina | (Voice actress: Melora Harte)

  • The Archer
  • Dark Action Girl
  • Lady of War
  • Long Bus Trip
  • Non-Mammal Mammaries: Just about every Power Rangers villain has these, but Archerina goes above and beyond. It's easy to understand why Prince Gasket pulled a Romeo and Juliet to get with her.
  • The Rival: Views Katherine as such.
  • Stripperific: For all intents and purposes, she was a robot wearing metal lingerie. There was even lace trim around it.
