A Certain Magical Index/Characters/Scientists and Researchers
The scientists and researchers working on the sidelines of Academy City in order to advance its technology and powers. While some of them are genuinely despicable, there are also those who care for the well-being of Academy City's students.
Gensei Kihara

Head of the infamous Kihara family. He is Therestina and Nayuta's grandfather. He is also responsible for beginning the Level 6 projects.

- Big Bad / Man Behind the Man: Arguably one for the Railgun series.
- Evil Old Folks
- It Runs in The Family: All of his relatives are evil and/or manipulative just like him in some ways.
- Lack of Empathy
- What's worse is that he gleefully let Therestina and Nayuta hand themselves over to be used in his experiments, and he proceeds to mess them up in some way or another.
- Mad Scientist
- Perpetual Smiler: IS ALWAYS SMILING, since he has absolutely no remorse for his actions.
Amata Kihara

Commander of the Hound Dogs black-ops unit who serves directly under Aleister Crowley, Amata is a sadistic scientist, and the one who originally discovered Accelerator and taught him how to control his power.
- Awesomeness By Analysis: He easily exploits Accelerator's weak points with surprisingly simple logic. (i.e. Pulling back his punch right before it connects to avoid a vector redirect, or rewriting sound vectors with a whistle to counter a vacuum blast from Accelerator).

- Badass Normal: He's a Level 0 with absolutely no powers whatsoever...and is fully capable of kicking Accelerator's ass. Take a few minutes and let that sink in...
- Curb Stomp Battle: He knows virtually every aspect of Accelerator's power. Their happy reunion was completely one-sided.
- Evil Mentor: His methods of teaching Accelerator on how to control his power? By regularly kicking the shit out of him and torturing him. When he was just a kid.
- Face of a Thug: He certainly doesn't look like a scientist...

- Hey, It's That Voice!: Prince Ali has returned!
- Hoist by His Own Petard: Finally meets his end after Accelerator awakens for the first time and turns him into a shooting star.
- In Love with Your Carnage: Gets very impressed when Accelerator slaughters a bunch of his mooks without using his powers.
- Lack of Empathy
- Misanthrope Supreme: Because he finds all humans to be nothing more than garbage, Vento's God's Divine Punishment has no effect on him, since he can't technically bear her any ill will.
- Tattooed Crook: He certainly looks like one.
- Unwitting Pawn: Is completely unaware of the Magic Side. During Vento of the Front's attack on Academy City, Aleister Crowley used him to kidnap Last Order and activate FUZE=Kazakiri, and didn't really care when Accelerator killed him.

One of Academy City's researchers, as well as one of the direct heads of the "Level 6 Shift" She is also partly responsible for the rescue of Last Order from Amai Ao's plans. She is one of Accelerator's guardians, and is also one of the few people whom he generally opens up to.
- The Atoner: The rare-as-a-hen's-tooth scientist who actually felt remorse for the monstrous Level-6 program.
- Because You Were Nice to Me: The reason Accelerator respects her was because she saved him from an experiment that almost killed him.
- Hot Mom: After she effectively becomes the second adoptive mother of Accelerator and Last Order with Lieutenant Yomikawa.

Shinobu Nunotaba
A seventeen-year-old Child Prodigy from Nagatenjouki Academy. She is an expert on biopsychology, and was hired by one of the research facilities in Academy City to work on the Radio Noise project by using her Testament project, a device that allows the quick uploading of information into a human brain.

- Badass Normal: She doesn't seem to have any esper abilities, but she's capable of terrifying her enemies to submission using psychological warfare.

- Elegant Gothic Lolita: Seems to prefer wearing one.
- Good Eyes, Evil Eyes: Her eyes are far from normal-looking, but she's a nice person. She even uses her appearance as an intimidation tactic.
- Gonk
- Hope Spot: She manages to install a program that would install emotions into the MISAKA network, but Last Order blocks it as the administrator. Although, it's a Foregone Conclusion if you've read the Index novels.
- Money to Throw Away: Her ploy to stop the Radio Noise project is to attract bystanders by throwing cash cards at the locations where the experiments would occur so people would be watching.
- Motherly Scientist: She turns her back on the Radio Noise project once she starts considering the clones as more than just objects.
- The Scapegoat: The researchers intended her to take the blame for the terrorist attacks on the research facilities and for the failure of the Radio Noise project.
- Superpower Lottery: Her supposed ability to kill anyone she has already touched. Whether this was a bluff or not, we may never know.
- Teen Genius: At seventeen years old, she's involved in biopsychological research and the creator of the Testament teaching device for the Radio Noise project.
- Touch of Death: Claims to have it to scare out some Skill Out thugs.
- What Happened to the Mouse?: We never learn what happened to her after she got captured by Team ITEM's henchmen.
