Organizations with their own pages
MEMBER
Another organization in Academy City's dark side which answers directly to Aleister. Their goal seems to have been to stop the rebellion of the other two organizations, SCHOOL and BLOCK.
Professor
The elderly man who leads MEMBER. A loyal dog of Aleister Crowley. He possesses an item called "Mimosa", bits of reflective alloy which respond differently to specific frequencies, and is known to dissolve through flesh.
Baba Yoshio
A hacker who works for MEMBER. He supports the professor from a shelter known as "Summer Resort" with his remote controlled animal robots. He also makes an appearance in the Railgun version of the Daihesesai when he discreetly drugs Misaka 10032 (possibly mistaking her for Mikoto) with a robotic mosquito. He also leads his low level school to an impressive victory over Tokiwadai in the balloon hunter contest handing them their first loss.

Saraku
An operative of MEMBER. His ability is dubbed "Kill Point" by Accelerator, a limited form of teleportation which allows him to directly teleport behind his targets.
Xochitl
The Corpse Specialist
A magician from the Return of the Winged One, punished by being ordered to infiltrate Academy City and kill Etzali. The Professor seems to be aware that she is a magician. She was also a Protagonist in Railgun SS.
- Barely-There Swimwear: In the Railgun SS. When she convinces Saten to get her a bikini to move around unnoticed in, she gives her something that Kuroko would wear...In fact, see for yourself. Her measurements are "84, 58, 81" for the record.
- Big Damn Heroes: Twice. She saved Saten from being killed by Olive Holiday and being crushed in the Railgun SS.
- Cool Airship: The Mixcoatl
- Cool Sword: "Macuahuitl", a sword that's used to saw through human bodies.
- Awesome but Impractical: Etzali makes use of the fact that a sword used to saw through human bodies isn't well suited for slashing through them directly.
- Hammerspace: One of her abilities.
- Master of Disguise: Like Etzali, she can use the skin of others to disguise herself.
- Rewarded As a Traitor Deserves: After going against her superior's orders by teaming up with Mikoto in the Railgun SS.
- Body Horror: A grimoire was forcefully pushed onto her body, turning a huge portion of her body to dust and was replaced by artificial tissue.
- Senpai Kouhai: A junior to Etzali.
- Necromancer: her original magic centered around speaking with the dead
- Used to Be A Sweet Kid: Etzali described her as afraid of violence, however when the Grimoire was implanted...
- Wild Card
BLOCK
An organization whose original goal was to check up on the cooperation of friendly institutions outside of Academy City. However, they lost trust in Academy City and decided to rebel. They planned to kill Aleister Crowley by forcing Awaki Musujime to cooperate with them.
Tatsuhiko Saku
The leader of BLOCK. He creates a complicated plan by using SCHOOL, GROUP and several mercenaries in order to divert Aleister's attention while they infiltrate the Windowless Building. He is eventually taken out by one of his own members who disapproves of his tactics.
Megumi Teshio
A muscular woman formerly from Antiskill. She doesn't endorse unnecessary violence and ruthless tactics, leading to her taking BLOCK's plans into her own hands and force Awaki into helping them while using their own version of Capacity Down.
Yamate
An unfortunate man whose identity was taken by Etzali in order to infiltrate BLOCK.
Tetsumou
The only esper and student among BLOCK's members. She is known to be a telepath.
Stephanie Gorgeouspalace
A mercenary hired by Thomas Platinaburg in order to dispose of Accelerator. A friend of Sunazara Chimitsu.
- Badass Normal: Takes on Kinuhata Saiai without using any powers. Being a former Antiskill trainee, she knows how to suppress espers without using lethal force.
- Awesomeness By Analysis: Her time in Antiskill training allows her to analyze esper powers and their workings.
- Friendly Sniper: in contrast to Sunazara, who says that her tactics are an outrage to assassins.
- Genre Savvy: Shows up to her meeting with Thomas Platinaburg already well aware of his attempts to rig Sunazara's body with a device to blackmail her with. She quickly reveals that she has already removed said device and implants it into Thomas instead.
- Kick the Son of A Bitch: Kills Thomas Platinaburg after she finds out that he was tampering with Sunazara's body with machines in order to force Stephanie to cooperate.
- Revenge: Decides to avenge Sunazara by hunting down Saiai Kinuhata.
- Technical Pacifist: Her fighting style is designed so that she can apply only the necessary amount of force without being lethal.
- There Is No Kill Like Overkill: She originally thought it was best to use a missile launcher then a sniper rifle to assassinate. Proven otherwise because such overkill make harder to prove the death.
- Well-Intentioned Extremist: She only became a mercenary in order to protect the peace that she used to live in.
Umidori Kuroyoru
Umidori Kuroyoru is a sadistic girl and a remnant of the Dark May project who leads the mysterious Freshmen, a group meant to defend Academy City against intruders using supernatural powers not made by the Power Curriculum (magic).
- Abusive Parents: Played for laughs, Misaka Worst "adopted" her. And what does she do first? She constanly loves taking control of her like some puppet master, and makes her cry. Yeah...some mother of the year.
- Anti-Hero: In NT Volume 3.
- Awesomeness By Analysis: Uses Kihara Amata's vector values and inputs them into her nitrogen lances, making Accelerator's vector shield useless.
- Ax Crazy: Oh yeah, big time.
- Bare Your Midriff
- Break the Haughty: Misaka Worst torments her so hard she cries.
- Brick Joke: Touma invokes the possibility of her having cyborg cat ears underneath the raincoat she always wears. She denies this. Cue Misaka Worst barging in later on, saying she found "optional parts," specifically cat ears and cat paws gloves. Kuroyoru screeches when she hears this.
- Catgirl: New Testament Volume 2 foreshadowed this heavily.

- The inevitable happened in New Testament Volume 3: Misaka Worst has "adopted" her and calls her Kuronyan.

- Card-Carrying Villain: At any chance she gets, she insists that she's a villain that loves the darkness and destruction that's out to destroy the Graduates (Accelerator, ITEM, Hamazura to name a few).
- Cry Cute: In New Testament Volume 3 when Misaka Worst takes her teasing a little too far:

- Cyborg: She uses this to augment her power. Since "Bomber Lance" is fired from palms, she attaches hundreds of mini-arms to her back. She can also detach pieces of her body like her arms. Apparently the yearly surgeries to maintain this ain't worth it, according to her.
- And it doesn't help that Misaka Worst is an electromaster that can completely dominate her because of this.
- Dark Action Girl: Just look at her. Nothing is left to be said.
- Dark and Troubled Past
- Emotionless Girl: When she's not being Ax Crazy or a Jerkass, she seems to be this.
- Shiage can't seem to understand why she and Misaka Worst were so bored when their lives (as well as the people) were in danger.
- Enfant Terrible/Troubling Unchildlike Behaviour: Merely 12, and she's indulges in death and destruction. Most likely due to adapting to Accelerator's thought patterns.
- Evil Counterpart: To Saiai.
- Evil Feels Good: She gives Accelerator a small speech about it too.
- Even Evil Has Standards: Invoked. In her own words, after being locked up in Touma's bathroom:

- Expy: She's Azusa from K-On!, except she's a psychopath.
- Foe Yay / Les Yay: Her jealousy of Saiai, the Honor Student, can seem like this if you squint. Now, unfortunately for her, Misaka Worst has taken a liking to her.
- Goth

- Kouhai: She was the kouhai of Saiai Kinuhata during the Dark May project -- her as the rebellious punk.
- Meaningful Name: "Kuroyoru" can be roughly translated as "Black Night", and "Umidori" can be translated as "dolphin". Roughly, her name means "Dolphin of the Dark Night".
- Mood Whiplash: Gets this hard when she goes on a villain tirade and tries to kill Touma, only to have him casually dismiss her and start talking about cyborg cat ears!
- Multi-Armed and Dangerous: Her power allows her to project lances of compressed nitrogen from her palms. Because she only has two palms, normally she can only produce two lances. The solution to the problem...modify herself with cyborg arms to give herself lots of palms. Problem solved.
- Not So Different: Accelerator gets a little creeped out by the fact that she's quite literally a mirror image of his old self.
- Literally, as a product of the Dark May project, she has Accelerator's offensive cognitive patterns in her brain. Kuroyoru happily lets her psyche be affected by the old Accelerator's thought patterns -- unlike Saiai, who more or less controls herself.
- Odd Action Duo: Her and Misaka Worst.

- Precision F-Strike: Her first meeting with Accelerator.

Umidori: There was something I wanted to ask you if I ever met you. I had actually completely forgotten about it, but I remembered it when I saw your face. So I guess I’ll ask you now. |

- Suspiciously Specific Denial: She does not have cyborg cat ears! STOP ASKING!
- Taking You With Me: Tries to kill Fremea in a last ditch effort. Thankfully, a certain someone stops her. It's Touma.
- There Is No Kill Like Overkill: Her cyborg arms allows her to spam her ability.
- Villain Ball: She thinks just like the reckless, prideful, and A God Am I over-confident Accelerator from Volume 3. When she fights Accelerator, the simple fact that he sidesteps her attack -- completely diverting from his original self who would've stood head-on, and thus what Kuroyoru thinks -- ends up completely bewildering her, leading to her defeat.
- What Happened to The Mouse?: Seriously, everyone left her for dead in Touma's bathroom in New Testament Volume 2.
- She's brought along to Hawaii to fight GREMLIN.
- Yin-Yang Bomb: After listening to Leivinia Birdway's lesson about magic, she develops a technique where she channels AIM into her cyborg parts, then attempts to cast a simple spell. The AIM and mana react and trigger an explosion and mini-earthquake. Doing this damages her cyborg parts, but leaves the rest of her relatively intact.
