"Gold" Roger, real name Gol D. Roger, is the great legendary pirate that started the Great Age of Pirates on his execution scaffold twenty-two years ago. His legendary treasure, One Piece, is sought after by pirates the world over, and the one who reaches the hidden island Raftel at the end of the Grand Line and finds it will inherit his title of Pirate King. He just happens to be Ace's dad.


  • Badass: To Shrouded in Myth proportions, but considering that he was not only the “Pirate King” but was rivals with Whitebeard and Garp, completely annihilated Lion Shiki, every member of the crew seems to be undeniably Badass and as the Captain it's implied that he was the strongest member of his crew… Yeah, Badass all the way
  • Badass Mustache: While not as epic as Whitebeard's, Roger has some impressive lip hair.
    • At first, it seemed like they were implied to be nose hair, though.
  • Cheshire Cat Grin
  • Fire-Forged Friends: Specifically invokes this with Garp, reasoning that they are as good as friends given how long they've known each other, and on this principle trusts Garp to protect his newborn son from the Marines. Despite Garp's initial disbelief, it works.

  • Offstage Villainy: Though he is largely a flashback character and thus we haven't seen much of him at all, every flashback always seems to present him positively. By contrast, pretty much every villainous act he's done (slaughtering Squad's crew, for example), is always presented via word of mouth of his victims.

Chef "Red-Leg" Zeff

Voiced by: Koji Yada (JP), Robert O'Gorman (EN, 4Kids), Grant James (EN, Funi)

Sanji's mentor, and an ex-pirate, Zeff is a the proprietor of the Baratie. In his pirating days, he spent a year in the Grand Line, and while in the East Blue attacked the ship Sanji worked on. A storm destroyed the ship and his own, leaving him and Sanji to almost starve to death on a barren rock. After being rescued, he set up the Baratie, and taught Sanji how to cook and fight.


  • Auto Cannibalism: In the manga, he ate his own leg so as not to starve to death while on the island. In the anime, this was changed to getting his leg caught in some wreckage while trying to save Sanji from drowning.
  • Badass
  • Charles Atlas Superpower: His legs are powerful enough to destroy boulders and leave foot prints in steel.
  • Chef of Iron
  • Chekhov's Gun: He's the first person seen to refer to the first half of the Grand Line as "Paradise." Why is this significant? Because, 500-some chapters later, we discover that this is the term used for it by New World pirates, referring to the huge difficulty spike between the two seas. Naturally, this has led to a lot of Wild Mass Guessing that Zeff was a New World pirate himself.

  • Papa Wolf: He was fine with Arlong allowing Nami to buy back Cocoyashi while he made sure the village was safe. But once Arlong tried to use a Loophole Abuse to keep Nami in his employ. That was line crossing, so much so that he rallies the entire village for an assault on Arlong Park all for Nami's sake.

Bell-Mère

Nami and Nojiko's adoptive mother and a former Marine, she was a strong-willed lady that lived at Cocoyashi village with her adoptive daughters. She was killed by Arlong after deciding to use her money to save her daughters instead.


  • Badass Action Mom: Indeed. Especially when she attacked Arlong by shoving a rifle into his mouth.
    • While in the 4Kids edit she used only a shovel, it is still impressive to threaten Arlong.
    • Not to mention: It is implied that she was a Captain during her time as a Marine. Considering that she was only twenty years old when she left the Marines, this would be pretty impressive if it turned out to be true.
  • Bowdlerised: Her fate in the 4Kids version, where she's imprisoned in a dungeon.
    • Apparently 4Kids overlooked the fact that this means she had to have starved to death in the dungeon.
  • Call to Agriculture: From a strong marine soldier to a modest tangerine farmer.
  • Death by Despair: Barely averted in her backstory. She had fought in a terrible battle that destroyed a city, ended up severely injured and was just waiting for her almost sure demise... then she saw little Nojiko carrying baby Nami in her arms and regained the will to live, taking the little girls in.
  • Family-Unfriendly Death: Shot in the head point blank by Arlong. In the anime, this is toned down by having her shot in the chest.

Dragon "The Revolutionary"

"Dragon The Revolutionary" is the son of Monkey D. Garp and the father of Monkey D. Luffy. A very mysterious man, very few know about his relation to them due to him being leader of the Revolutionaries -- who directly oppose the World Government -- and being the world's most wanted man. The World Government fears his ideas will spread chaos in the world, and he has apparently already spread them through many nations... mostly through war. His comrade, former ruler of Kamabakka Kingdom Emporio Ivankov, noted that he had the habit of always facing in the same direction when stepping out for air in his base. This could indicate he would occasionally feel homesick.


  • Anime Hair: He's like Raditz.
  • Awesome McCoolname: Well yeah, if you were as notorious as he is, what mythical creature would you be named after?
  • Badass
  • Disappeared Dad: Luffy didn't even know he had a father.
  • Dramatic Wind: Seems to be his motif, and possibly his actual power, though the story hasn't been very clear on that yet.
  • Generation Xerox: Subverted. Luffy looks and acts mostly like the previous Pirate King, however causing big events apparently is inherited.
    • More like played straight if going by Ivankov's comments. The insane willpower, boundless determination, and likely his inhuman strength that Luffy is known for all come from Dragon.
      • It seems to be more of a Zig Zag. Dragon generally acts much colder and more seriously than Luffy, his ever present smile seems more like a satisfied smirk than his son's goofy grin.
  • La Résistance: The leader of one. As such he is the world's most wanted man. His son, Luffy is shaping up to meet his standards as of recent events.
  • Luke, I Am Your Father: The father of Monkey D. Luffy.
  • Mad Oracle: He hasn't spoken much, but when he does, his words seem cryptic and ominous.
  • Mysterious Parent: Oh, so mysterious. Such much that it's a shock both to fans and the main cast that Luffy, yes THAT Luffy, is his son!
  • Parental Abandonment: Dragon's son Luffy wasn't even aware he had a dad. Although on Dragon's part, being a revolutionary dedicated to the overthrow of the World Government does have drawbacks, like not being able to see or associate yourself with your family, for example. Especially if you're the world's most wanted man. And to be fair, Iva noted that he from his base would always stare towards the direction of East Blue, which would imply he's homesick. Iva also theorizes the news of Ace's execution would not only bring Whitebeard's attention, but Dragon as well, though he turns out to be mistaken on Dragon's relation to Ace.
  • So Proud of You: While he and Luffy have never spoken to each other, he does seem to be supportive of his son's actions; seeing as "his son's actions" involve stoking an uprising against the World Government, one can assume he is proud of his son's non-conformist and freedom-loving nature.
  • Slasher Smile: Sports one in almost all his appearances.

  • The Revolution Will Not Be Civilized: The success of his ideas being spread around the world? Mostly owed to good-old-fashioned warfare.

Crocus

A lighthouse keeper as well as the caretaker of Laboon. He the first person the Straw Hats meet upon entering the Grand Line. After they help Laboon, he tells the crew how the Grand Line works and loans them a Eternal Pose to navigate the sea. It's later revealed he was on Roger's crew as its doctor. Mostly to help Roger stay alive for one final journey.

Dr. Hiriluk

A quack doctor from Drum island and a former rogue. He became Chopper's mentor. His goal was to "heal" his country by attempting to cause a cherry tree blossom on his winter island. He has few days left, and Chopper attempts to cure him with a poisonous mushroom. He's tricked by King Wapol into a trap, but he blows himself up after giving a last, touching speech that sparked an eventual revolution within the country. Later Kureha uses his invention a red colored powder that turns the snow pink, like cherry petals to "heal" the island.


Dr. Kureha

Drum's number one doctor, also called "Witch". Is a lively old woman who lives in the royal castle. She adopted Chopper after Hiriluk's demise and taught him her medical knowledge.

  • Running Gag: She often asks around if they want to know the secret for her age and young looks. Nobody is interested.
    • More like interrupting any question as if THAT is what they wanted to ask. They quickly correct her, apparently fearing the answer.

  • Tsundere: She cries when Chopper leaves the castle (after chasing him with knives and all, mind you).

Dalton

The king of Alabasta and Vivi's father. A wise and kind ruler of the land, though was almost overthrown by the munitions of Crocodile who uses his organization, Baroque Works, to spread discontent among his subjects and cause a civil war. Thanks to the Straw Hats, the plan was thwarted and Cobra managed to stop the war with his words. After which he helps to rebuild the kingdom along with his subjects



Pell

One of the Royal Guards of Alabasta along with Chaka, was very close to Vivi during her youth. He ate the Bird-Bird Fruit (Tori Tori no Mi) Model: Falcon.

A resident of Alabasta. Cobra helped his village when a drought hit during his childhood, which during that time he met Vivi and the two became close. But when another crisis hits the land during his teenage years. He grows discontent with Cobra and forms a rebel force to overthrow him, unaware however that it's exactly what Crocodile wants. Midway through the war he finds out who the true villain is and is badly wounded. However he lives and helps end the civil war along with Cobra. It's shown later he helping to rebuild land to its former glory.

Wyper The Berserker

A Shandian, who are a group of natives from the Blue Sea blasted into Skypiea, fighting to reclaim his homeland for his people who were unjustly ousted from it by the Skypieans.


Mont Blanc Noland

A explorer who discovered the Shandian homeland and became friends with them. His history with the tribe has had a positive influence on their way of life. Sadly killed when he told his king about their civilization (mostly the city of gold). But when Noland went to show him in person, the island was blasted up to Skypeia by then. The king presumed he was lied to and had Noland executed, with Noland never knowing what happened to his native friends. To add insult to injury, the king fabricated a fairy tale about what a liar Noland was, making him look like a fool in the process. This would have great impact on Noland's entire family line.


Calgara

A mighty Shandian warrior who Noland befriended. Ancestor of Wyper.


Aisa

Voiced by: Masami Suzuki (JP), Cherami Leigh (EN, Funi)

A young Shandian girl who was born with a powerful version of Observation Haki or Manta. So strong, she doesn't know how to shut it off. As a result, she can tell over a great distance of several miles when people die. She fights with her people to be rid of Eneru and wants for peace to come to Skypeia.



Tonjit

Voiced by: Naoki Tatsuta (JP)

A nomad the Straw Hats meet on Long Ring Long Land. He wound up stuck on a pair of stilts he made for tens years and was only freed when Luffy knocked them down by accident. He's reunited with his horse Sherry but comes under confrontation from Foxy and his crew. The SH agree to fight Foxy for Tonjit's sake after Sherry is shot. After the SH win the Davy Back Fight, Aokiji freezes the water so Tonjit can rejoin his tribe.


Kokoro

Voiced by: Ako Mayama (JP)

A lighthouse worker on Water 7, she meets Straw Hats after they nearly get run over by the Sea Train. She later aids the bunch during their raid on Enies Lobby. It's revealed she was Tom's secretary thus she has ties with Franky and Iceburg. She's also a mermaid, the first one the crew meet much to their displeasure. Especially Sanji's.

The mayor of Water 7 and former student of Tom. He united the separate shipyards into the Galley-La company which he heads. He was given the blueprint to the ancient warship by Tom and later passed it to Franky to keep it from the WG. He helped prep the Rocket Man and patched up Going Merry which was instrumental in the Strawhats' escape from Enies Lobby. He also helped to build the Thousand Sunny and convinced Franky to leave with the Strawhats.


Tom

Voiced by: Yasuo Muramatsu (JP)

A huge long-horned Cowfish fishman and a legendary shipwright from Water Seven. He adopted Iceburg and Cutty Flam/ Franky. He built Gold Roger's ship, the Oro Jackson and for thus he was sentenced to Impel Down. However, he asked time in order to build the Sea Train, a innovative device that would have changed the fate of Water Seven. He managed to complete the project, but he and his apprentices were framed by Spandam. He took the responsibility for the accident, and was sent to Impel Down.


Clover

Voiced by: Koichi Kitamura (JP)

The head archeologist of Ohara, the home island of Nico Robin. He and his team were the closest thing to a real family Robin had on the island. However his team were studying The Blank Century, an act taboo by the World Government. The Marines managed to find out about this from the capture of Nico Oliva and from track it back to Ohara. Oliva manages to get back to the island and warn Clover. But the CP9 reaches them regardless and the scholars are rounded up. Clover speaks on their behalf, revealing they found out that there was once a kingdom before the WG. Before he can reveal anymore, he's shot point blank on the orders of the Five Elder Stars. Despite mortally wounded, he manages to stay alive long enough to help his fellow scholars save of much information from the Tree of Knowledge as they can before burning to death with it.


Jaguar D. Saul

Voiced by: Takeshi Kusao (JP), Mark Stoddard (EN, Funi)

A giant who was a former Vice Admiral Marine who has ties with Robin. It was his unit that captured Oliva (Robin's mother) and her exploration team upon finding out they were studying The Blank Century. When it was ordered they be executed and their home island Ohara destroyed by Buster Call, Saul found the punishment to be way too extreme. He freed Oliva and defected from the Marines. Ironically winding up washed ashore on Ohara. There he befriended a then young Robin as he built himself a raft to leave the island, but the Buster Call arrived before then. He tried to help Robin escape but was caught by Aokiji and frozen. His last words encouraging Robin that she had friends out on the ocean. It's noted he had the D in his name and laughed in death as most D's tend to do.



Nico Olvia

Voice by: Yuriko Yamaguchi (JP)

As her name indicates, she's Robin's mother. She was in the exploration team that was studying Polneglyps and the Blank Century. However the team was captured by the Marines and ordered to be executed while the Buster Call was ordered on her island. Saul, disagreeing with such punishment, helped her escape. She made her way back to Ohara only minutes before the Buster Call came, unknowingly passing her daughter in the process. After warning her fellow scholars, she tried to stop Spandine from coming any further but was easily subdued. During the round up of the scholars, she finally meets her daughter in so long. At first denying claims to be her mother, but ultimately breaking down after Robin calls out her. When the Buster Call commences, she orders Saul to take Robin off the island while she and the other scholar save what knowledge they cam from the Tree of Knowledge. During which it's presumed she had died in the fire with the others.



Donquixote Rosinante

Doflamingo's biological brother. He was often called Corazon, which is whoever is Doflamingo's current right hand man is called.


  • Obfuscating Disability: He's not actually mute.
  • Would Hurt a Child: He has a well earned reputation of hating children. He actually has nothing against children and his violence against them is trying to make them not be a pirate.

Perona

Voiced by: Kumiko Nishihara (JP)

One of the Mysterious Four of Thriller Bark who commands the Zombie Animals and Ambush Zombies of the island ship. Eater of the Hollow-Hollow Fruit (Horo Horo no Mi) that allows her to create ghosts as well as sends out a astral projection of herself (at the cost of having to keep her body still). Was defeated by Usopp and later blasted off the island to Kuraigana Island by Kuma. Zoro soon joins her and they reach a truce in regards to their situation. Later helps guide Zoro back to Sabody two years later so he can reunite with the rest of the Straw Hats, even keeping the marines at bay so they can escape.


"Marriage Proposal" Lola

Shakuyaku

Voiced by: Hiromi Tsuru (JP)

Also known as Shakky, she is Silver Rayleigh's business partner and an old friend of Hatchan's, who owns a bar in the Sabaody Archipelago called "Shakky's Rip-Off Bar", which places highly exuberant prices on anything you purchase there. Those who don't take the pub name very seriously are dealt with accordingly. Other than business, she somewhat obsessively reads newspapers to garner information about current affairs which already gives her a Ms Exposition role, as seen when she informs the Straw Hats that nine other pirates are on the archipelago, who like themselves have garnered the World Government's attention, and (including Luffy and Zoro) were dubbed the Eleven Supernovas.

She herself was once a pirate, and was chased by Vice-Admiral Garp, but she retired forty years ago. She appears to sensitive about her age since as soon as the question was brought up, she changed the subject. Shakky quickly look a liking to the Straw Hats, so much that she didn't charge them. She especially took a liking to Monkey D. Luffy and seems to believe him when he told her he wants to be the Pirate King.



"Elder" Nyon

Voiced by: Ako Mayama (JP)

The ex-ex-ex-empress of Amazon Lily, given the name Gloriosa, Elder Nyon is an elderly lady who lives on the outskirts of Amazon Lily, as a consequence of leaving the island and abandoning her duties, after she came down with "love sickness", and somehow surviving when her predecessors didn't. However, during her time away, she learned several things about the world outside the isolated island, including about the opposite gender, the politics of the world and she also met a member of the Roger Pirates, Silvers Rayleigh and Shakuyaku; and discovered Boa Hancock and her sisters, Sandersonia and Marigold, who were previously missing for four years after they were enslaved by the Celestial Dragons, bringing them back home.

Nyon takes her role as a senior figure to the Kuja Amazons, and something of an adviser to the current empress "Snake Princess" Boa Hancock (albeit their often antagonistic relationship), and her interest in current affairs keeps Hancock informed; important considering her Warlord position. When Luffy arrived on the island, she was surprised by his spirit, his luck and his kindness. She informed Luffy of Ace's execution, and warned him of the dangers that follow, and was surprised to see him survive both Impel Down and the Whitebeard War in two days.


Marguerite

Voiced by: Masumi Asano (JP)

One of the Kuja tribe who happened to find Luffy after he landed in Amazon Lily, along with her friends Sweet Pea and Aphelandra. She forms the closest attachment to Luffy of the three, especially after he saves her in the arena trial.


Boa Sandersonia and Boa Marigold

Known as Sonia and Mari for short, they're Boa Hancock's little sisters, though "little" might not be the right word. They were slaves of the World Nobles and were released by Fisher Tiger, since then they have been living a lie about why their backs cannot be shown, claiming that they have Gorgon eyes on their backs and anyone who sees it turns to stone, when in actuality they have 'The hoof of the Tenryubito' on their backs, marking them as property of the World Nobles. They were both force fed two different models of Snake-Snake Fruit (Hebi Hebi no Mi), Sonia the Anaconda model and Mari the King Cobra model.


Hannyabal

"Welcome to my Impel Down. Excuse me, I was being too ambitious. I'm still the Vice-Warden, Hannyabal"

Easily one of the greatest examples of The Starscream in manga and anime, Hannyabal is the overly ambitious vice-warden of Impel Down. He appears to be a tall man with a pot-belly and a massive chin, wearing a pharoah's headress. His continuous Freudian Slips about his desire to become Warden and silly antics often gain the ire of Magellan, who either Dope Slaps him, or outright poisons him in anger. Despite his finding him irritating and too ambitious, Magellan considers Hannyabal as his only worthy successor to Chief Warden of Impel Down.

As of the timeskip, he achieved his dream as he is now the Warden of Impel Down with former Jail Head, Domino, as his number two.

  • Authority Equals Asskicking: You think he got this job by kissing ass instead of kicking it? You think just cause he doesn't have a Devil Fruit he won't own you? Even if he gives you a chance to escape? Dead wrong.
  • Badass Normal: Just because he doesn't have a Devil Fruit power, doesn't mean he can't kick ass. He'd just rather not.
  • Crouching Moron, Hidden Badass: Hard to believe but true. Guess that's why he's the Vice-Chief.
  • Determinator: Arguably rivaling Luffy himself. Luffy beats him to a bloody pulp and is in every way the better fighter, but the man just will not go down. Blackbeard has to do a sneak attack to put an end to it.
  • Distracted by the Sexy: Apparently something of a weakness of his. It's not just that he gets tricked by Mr. 2 disguised as Nami, it's that a flashback to his first day on the job has pretty much the exact same thing happening to him at the hands of a Vamp.
  • Double Weapon: His Naginata Kessui (bloodsucker), which looks more like two katana merged to the hilts.
  • Flaming Sword: Actually a naginata named Kessui (Blood Sucker), but close enough. Doesn't help much, but it was still pretty badass.
  • Foreshadowing: Long before he served any purpose but Butt Monkey Comic Relief, some of the guards commented on his ability to walk through the superheated and supercooled floors of Impel Down with no ill effects. Wow.

  • Large and In Charge: Not in charge of Impel Down yet, but with time, Hannyabal, with time...
  • Laughably Evil: Nearly every time you see this guy, he's acting or saying something that's funny. This abruptly stopped when he faced off against Luffy.
  • Let's Get Dangerous: Throughout the Impel Down arc, he was basically doing nothing so Magellan would be removed as Warden. When it became clear that Luffy might actually succeed, he put his foot down and held the line.
  • Not So Harmless: As Buggy and Mr. 3 found out the hard way.
  • Nice Hat: Actually a nemes.
    • Even better when it's revealed that he had an even nicer version of it special ordered and on standby for when he eventually became Warden. Unfortunately, he has to break it out prematurely when Mr. 2 steals his regular one.
  • Number Two: To Magellan.
    • Not anymore, now that he's the warden.
  • Obviously Evil: Subverted. He certainly looks evil, and is willing to sell out his superior for a promotion, but his motivation is to protect the innocent.
  • Punny Name: Hannyabal is a combination of both Hannya, the death mask his face resembles, and Hannibal.
  • The Starscream: Openly declares his ambition to become chief, often in earshot of Magellan. Despite this, Magellan considers him to be a worthy successor.
  • Theme Music Power-Up: Parodied. When Hannyabal uses his flaming naginata technique, he has guards in the background playing drums and singing a song to cheer him on.
  • Took a Level in Badass: After the timeskip, he actually DOES become the new warden of Impel Down.
  • Walking Shirtless Scene: Never wears a shirt. Never. This is lampshaded by the guards when Mr. 2 posed as him, that even in the extreme temperatures of Level 4 and 5, Hannyabal would never wear anything but his pants to show how Badass he is. Unfortunately, it also doubles as Fan Disservice.
  • What Do You Mean Its Not Symbolic: His design looks like a mix between the Egyptian pharoahs and popular imagery of devils.
  • You Shall Not Pass: When push comes to shove, he will not let criminals escape from Impel Down. You need to get past him to do it, and he will not move.


Rouge

Voiced by: Yuko Minaguchi (JP)

A mysterious young woman only seen in flashbacks. This is because she was Gol D. Roger's girlfriend/lover, as well as the mother of his child... Ace. Whom she also died for, holding him in her womb for twenty months to make sure the World Government wouldn't get at him. She ultimately passed away -- but not before entrusting Vice-Admiral Garp with the task of taking care of her child, which he did by taking him in as his adoptive grandson. Her full name is Portgas D. Rouge, and she is so far the only known female carrier of the D initial.


"Great Whirlpool Spider" Squard

Voiced by: Seiji Sasaki (JP)

One of the pirate captains allied with Whitebeard, he comes to Marineford with his crew to save Ace. However after he finds out that Ace is the son of Gold Roger, the man who massacred his old crew and after some manipulation from Akainu he turns on Whitebeard and stabs him, calling him out on selling his allies. Whitebeard, however, proves him wrong and forgives him. After the war, his whereabouts are unknown.


  • The Atoner: After Whitebeard forgave him, he becomes this.
  • BFS: One of his weapons is a gargantuan katana, possibly a Zanmato.
  • Calling the Old Man Out: Shouts at Whitebeard after Akainu tricked him into believing that the Old Man sold them all.
  • Did You Just Stab Whitebeard?: Yes, he did.
  • Dual-Wielding: A standard katana and a oversized one. The latter is rarely used.
  • Face of a Thug: He looks quite bad, but is more like a Boisterous Bruiser.
  • Informed Ability: Despite being one of the New World Captains, he's not that impressive. Also the reasons behind his nickname are unknown...
  • The Lancer: Whitebeard seems to consider Squard this, since he refers to him to coordinate the movements of the allies.
  • Odd Friendship: With Ace, ironic, considering that his father slaughtered Squard's old crew.
  • Red Baron: "Great Whirlpool Spider" (Oouzugumo). The reasons are unclear, except for a tatoo on his forehead.
  • Spell My Name with an "S": Is it Squard, Squad, or Squardo?

Brownbeard

Voiced by: Yasuhiko Tokuyama (JP, episode 490), Kazunari Tanaka (JP, episode 511+)

A former New World pirate captain. After Whitbeard's death, he made the island of Foodvalten his territory. However, his plans were soon foiled when Basil Hawkins defeated him and cut off his legs. During the two-year timeskip, he became a crocodile centaur and is now the leader of the centaurs living on Punk Hazard.


Curly Dadan

Voiced by: Noriko Uemura (JP)

Luffy and Ace's caretaker who watched over them when they were kids at the "request" of Garp (i.e: forced into it). She and her gang are mountain bandits of Luffy's home island and are thus criminals. Though Garp is willing to overlook their crimes as long as they do what he asks of them.


Sabo

Voiced by: Junko Takeuchi (JP)

Luffy and Ace's childhood friend, actually the son of a noble family who ran away from them. He had been Ace's partner before Luffy stumbled upon them, and after saving Luffy from the Bluejam Pirates, he decides to live with Dadan and the other mountain bandits alongside Luffy and Ace. After revealing his status as a noble to Luffy and Ace, they decide to declare themselves brothers. He is eventually taken back by his father and discovers the plan to burn down Trash Mountain. Disgusted by the Nobles, he decides to escape, doing so by stealing a fishing boat and hoisting up his own Pirate Flag. However, his ship is blown up by the visiting World Noble, for showing a pirate flag and cutting in front of his ship. He is the reason for Ace's crossed-out "S" tattoo and hat.



Commander-in-Chief Kong

Voiced by: Unsho Ishizuka (JP)

Twenty years ago, at the dawn of the Golden Age of Piracy, Kong was the Fleet Admiral. He's since been promoted. Now the second-most powerful person in the World Government, Kong's authority extends to not just the Marines but the Warlords, espionage agents, Cipher Pols, and Impel Down and Enies Lobby staff as well.


  • Bigger Bad: Apparently not exactly a "bad" guy, but whenever the Straw Hats face a member of the Government's military, their orders come from him.
  • Chekhov's Gunman: First seen in silhouette in "Chapter 0," and his existence was hinted at as early as the "Yellow" databook.
  • Heroic Build: One of the bulkier characters seen so far.
  • Improbable Hairstyle: Possibly the weirdest yet!
  • Maniac Monkeys: Well, he's at least named for the most famous ape in all fiction, and it's a popular wild mass guess that his powerset will have something to do with primates.
  • Reasonable Authority Figure: Seems like a nice enough guy, accepting the wishes of Garp and Sengoku when they resign with only a small amount of protest.

Surume

Voiced by: N/A

Also known as the Kraken, a gigantic octopus that resides deep beneath the ocean. He works for the New Fishman Pirates due to his family being threatened by Hody.


Madame Sharley

Voiced by: Romi Park

A beautiful, large Shortfin Mako Mermaid who runs the Mermaid Café in Fishman Island. She's also a well known seeress, and foretold great events like the coming of the Great Age of Piracy and Whitebeard's death. She recently freaked out when she predicted Ryugu Island destruction at the hands of a person wearing a "strawhat", which may indicate Luffy or Decken.

Oh yeah and she's Arlong's sister.


King Neptune

Voiced by: Minoru Inaba (JP)

The King of the Ryuugu Kingdom in Fishman Island.


Fisher Tiger "The Adventurer"

Voiced by: Kouji Ishii (JP)

A legendary Fishman and leader of the Sunny Pirates, who was known for climbing the Red Line, wreaking havoc on Mariejois and freeing thousands of slaves, both human and fishmen. He later took the Fishmen with him and formed the Sunny Pirates, a crew composed of former slaves and new fishmen alike. Along with Queen Otohime he fought for stopping the racism between Fishmen and humans with his own "methods", but bled to death because he refused a transfusion of human blood. He was also revealed to be a Tai Snapper (a.k.a. Red Sea Brem) fishman.


  • Badass: How else would you call a man able to climb a kilometric, smooth wall for days and still have enough strength back to raze a whole citadel all by himself!?
  • Death by Irony: A blood transfusion from a human could have saved him... but it was denied to him.
    • Nope, that's the story his crew made up to keep his heroic image. He still qualifies though since, in truth, he hated humans too much to accept one. Much to his own disgust of himself.
  • The Fettered: Unlike his subordinate Arlong, he's careful not to allow his anger at humans to overcome him because he knows it would damage his cause.
  • Irrational Hatred: As noted in Knight Templar below.
  • Knight Templar: Unlike Queen Otohime, he believed that humans and fishmen cannot live together.
    • On his deathbed he admitted that he knew good people do exist and that they are not so different from fishmen but he never could overcome his irrational hatred.
  • Large and In Charge: He's even bigger than Arlong and Jinbei.
  • Morality Chain: Was this to some members of the Sun pirates, especially Arlong.
  • Morality Pet: Koala was this to him.
  • No Celebrities Were Harmed: His policy and status resembles those of Malcolm X compared to Otohime's Martin Luther King, Jr. similarity. Furthermore, the situation that led to his demise is similar to the one of Charles R. Drew. albeit that being a urban legend.
  • Noble Demon: He hated humans, but during his rampage in Mariejois he still freed all the slaves, both humans and fishmen.
    • He also refused to kill the humans that come after him, since he realizes that it would only prolong the cycle of hatred.
  • One-Man Army: He razed Mariejois all by himself.
  • Posthumous Character
  • Punny Name: The Sea Brem is called "Tai" in Japanese
  • Sword and Gun: In a flashback, he was shown holding a cutlass and a pistol (along with two other swords and a bazooka) during his assault on Mariejois.
  • Tiger Versus Dragon: He's the "Tiger" who opposed to the "Celestial Dragons".
    • This trope could arguably used to describe the opposing views of Otohime and himself on fishman/merfolk-human relations, with Otohime being the "Dragon".


Koala

Voiced by: Satsuki Yukino (JP)

A little slave girl who was liberated by Fisher Tiger and taken home by the Sun Pirates.


  • Happiness in Slavery: Due to being a slave her whole life, she didn't know how to live any other way.
    • That happiness was only faked though, in order to hide her fear and sadness (See Stepford Smiler below).
  • Morality Chain: To Macro and Arlong. Unfortunately, it wasn't enough to actually make either of them good.
    • It did sorta work with Tiger though. Her innocence was enough to convince him that there may hope for positive relations between fishmen and humans. A belief he finally announced on his deathbed.
  • Nice Girl
  • Perpetual Smiler: See below to find out why.
  • She Cleans Up Nicely: She went from looking like this, to looking like this [dead link] during her time with the Sun Pirates.
  • Stepford Smiler: Because she was a slave, she was scared of being killed by the World Nobles so she kept on a happy face to keep them from doing so.

Queen Otohime

Voiced by: Michiko Neya (JP)

A goldfish mermaid and the former queen of the Ryuguu Kingdom. Unlike Fisher, she wanted a peaceful co-existence with the humans. She was assassinated by Hody Jones with a human pirate seving as his patsy. Her subjects are still loyal to her and her beliefs however.


  • Armor-Piercing Slap: Subverted. Sure they hurt, and gave the recipient a lesson, but she severely harms herself in the process.
  • Break the Cutie: You can't not feel sorry for her as the people who once supported her cause start giving up and withdrawing their signatures.
  • The Empath
  • Fragile Speedster: She's fast, but she is fragile. So much so she fractures one of her bones from slapping someone.
  • Good Parents: She is seen to be very close with all four of her children. Even when she was exhausted from her work and depressed when her people no longer supported her cause, it didn't stop her from putting on a smile for her kids and spending time with them.
  • Go Out with a Smile: She smiled as Fukaboshi promises her that he and his brothers will take care of Shirahoshi and that they will make sure that the signatures from their people will be collected.
  • Hair of Gold
  • Hot Mom: At least we know which side of the family Shirahoshi gets her looks from...
  • In Vino Veritas: When her people, even those who had previously supported her cause, started backing out in the wake of Fisher Tiger's death, she got completely smashed, then got on the radio and viciously called out her subjects for their cowardice while drunk.
  • Ki Attacks: She is the first known Mermaid to be a confirmed Haki user, capable of using Observation Haki or Mantra.
  • The Messiah: Played straight, but somewhat exaggerated. She can make a violent thief forced into a criminal life by poverty to reconsider his choices by pleading with him, then crying profusely as she sympathizes with his pain, of course after she slaps him several times. She was also immensely influential and gave passionate speeches, as she was adored all over Fishman Island.
    • Taken to the absolute extreme when she not only takes a bullet for a freaking Celestial Dragon, but then leaves with him to the Holy Land and successfully negotiates with the other world nobles. Wow.
  • Missing Mom
  • No Celebrities Were Harmed: The Martin Luther King, Jr. to Fisher's Malcolm X. Considering she was assassinated for her cause just as MLK was also draws parallels.
    • As with MLK, Otohime was also assassinated in broad daylight via sniper gun shot.
    • The New Fishmen Pirates force the island's citizens to step on a Fumi-e, a reference to how Christians in Japan were forced to step on an icon of the Virgin Mary.
  • Royals Who Actually Do Something: Stopped a thief by herself, even though her body is weak.
  • Pettanko: One of the few adult females with a flat chest, and yet really good-looking.
  • Posthumous Character
  • Taking the Bullet: For an assolish Jerkass World Noble to boot. It just made her more popular.
  • Tiger Versus Dragon: If you assume that Otohime is the "dragon" to Fisher Tiger's..."tiger".

  • Wide-Eyed Idealist: She is, however, a more nuanced type than the usual "Can't we all just get along" idealist. Her drunken rant revealed that part of her motivation to campaign was an anger at the injustice of a world where opportunities for fishmen were forever out of reach for no other reason than because they were fishmen, and she both understood and accepted that some fishmen could never forgive and reconcile with humans, focusing instead on making sure they did not pass their hatred on to the younger generation.

A joke character and something of a Running Gag in the series. Shows up in backgrounds of the series for the audience to spot. Word of God stated he created him a long time ago as a fan character for Kinnikuman.
